The Minister of Foreign Affairs of Azerbaijan, Jeyhun Bayramov, had a working visit to Valetta, the capital of Malta
On December 4 of 2024, the Minister of Foreign Affairs of Azerbaijan departed for a working visit to Valetta, the capital of Malt.
Within the framework of visit, Minister Jeyhun Bayramov participated in and delivered a speech at the 31st Meeting of OSCE Ministerial Council, as well as held meetings with officials from other countries attending the event.
In his speech, Jeyhun Bayramov emphasized that today’s session corresponds to a complex period, that the violation of international law, the misinterpretation and selective implementation of international obligations stands at the center of reduced trust or confidence, as well as continuing crisis of multilateralism. He also highlighted that safety and stability are under threat due to the existence of growing transnational calls that recognize no border and require multilateral solutions.
It was stated that expansion of ethnic and religious discrimination in Europe, such as Islamophobia and Antisemitism, arouse the tension so that it contains a huge significance for relevant member states of OSCE to comply with international obligations within the framework of the organization. Respect for and compliance with the fundamental norms, principles and obligations stated in all documents of OSCE starting from Helsinki Final Act, especially for the sovereignty of states, territorial integrity and untouchability of borders, should be cornerstone of security and peace, as well as the basis for the dialogue and cooperation.
The minister stated that Azerbaijan remains a strong advocator of an effective multilateralism to which OSCE is included, calling for a constructive, mutual engagement in solving the matters of deadlock that has arisen around the adoption of budget in a short period and the issue of the appointment of the Secretary-General and directors of executive structures in line with the functionality of the OSCE.
J. Bayramov added that “The limited resources of the organization must be redirected, in line with the OSCE’s financial rules, towards the most-needed direction, and financialization of programmatic activities built upon the actuality and consensus”.
With touching upon the relations with Armenia, the Minister stated the following views: “Despite of achieved progress, unresolved problems remain in the direction of normalization. Its finalization depends on Armenia’s practical realization of its declared obligation to respect for Azerbaijan’s territorial integrity and sovereignty by removing the territorial claims identified in the Constitution and other legislative acts of Armenia. Peace and friendly neighborhood cannot be permanent and irreversible if the Constitution of Armenia casts doubt on the recognition of Azerbaijan’s sovereignty and territorial integrity, and if execution of bilateral treaty depends upon Armenia’s internal legal or political scenarios. At this decisive moment, when Azerbaijan and Armenia possess the historical opportunity in order to turn the confrontation page and establish a good-neighborly relations, all attempts must be directed towards the finalization of normalization process of relationships based on mutual respect for sovereignty and territorial integrity.
