Anniversary of the Constitution of Azerbaijan celebrated in the Italian Parliament

Within the framework of declaring 2025 as the “Year of Constitution and Sovereignty” in the Republic of Azerbaijan by the Decree of the President of the Republic of Azerbaijan, a conference dedicated to the 30th anniversary of the Constitution of Azerbaijan was held on December 9, 2025 in the Chamber of Deputies of the Republic of Italy.

The conference, which was initiated by a member of the Italian Parliament, Nazario Pagano, was attended by the Azerbaijani Ambassador to Italy Rashad Aslanov, Chair of the Azerbaijan-Italy Interparliamentary Relations Working Group, MP Azer Karimli, Chair of the Italy-Azerbaijan Interparliamentary Friendship Group, Senator Marco Scurria, Chair of the “Federico II” Scientific Committee of the University of Naples, Professor Sandro Staiano, and Member of the Legal Policy and State Building Committee of the Parliament of Azerbaijan, MP Nurlan Hasanov.

At the beginning of the event, MP Azer Karimli reminded that December 12 is the memorial day of the National Leader of Azerbaijan, Heydar Aliyev, and invited the participants of the event to commemorate his memory with a minute of silence.

The speakers at the conference shared their views on the analysis, historical significance and symbolic value of the Constitution, adopted on November 12, 1995 and defining the legal and political foundations of the modern Azerbaijani state.

During the presentations, the development path of Azerbaijan since the restoration of its independence in 1991, the fundamental role of the Constitution in strengthening independence and sovereignty, as well as fundamental values ​​such as multiculturalism, the role of women in society and the recognition of basic civil rights and freedoms were particularly highlighted.

In their speeches, the speakers also provided information on the restoration of Azerbaijan's territorial integrity in accordance with the principles of international law, the end of the Garabagh conflict and the steps taken to ensure peace, security and sustainable development in the region. In this context, the importance of the Constitution in terms of strengthening statehood and providing a legal basis for constructive processes in the post-conflict period was particularly emphasized.

The event also touched upon the existing strategic partnership relations between Azerbaijan and Italy. It was noted that these relations have been further strengthened by high-level mutual visits, including the visit of Italian President Sergio Mattarella to Baku this year. The opening ceremony of the Italy-Azerbaijan University within the framework of President Mattarella's visit was assessed as an important contribution to the development of cooperation between the two countries in the educational and humanitarian spheres.
