Azerbaijan represented at the Ukraine Recovery Conference held in Rome

On July 10-11, 2025, a delegation led by the Deputy Foreign Minister of Azerbaijan Yalchin Rafiyev participated in the Ukraine Recovery Conference in the Italian capital of Rome.

This year's conference, which is the 4th in number, was represented by 56 states, 27 international organizations and financial institutions, as well as 120 companies.

In his speech, Deputy Minister Y. Rafiyev noted that the war in Ukraine has seriously harmed peace and security in the region. In the speech, it was emphasized that from the first days, Azerbaijan has supported the diplomatic resolution of the conflict based on the norms and principles of international law, as well as the sovereignty and territorial integrity of Ukraine. It was noted that the serious humanitarian consequences of the ongoing crisis are deeply regrettable, and Azerbaijan was one of the first countries to send humanitarian aid to Ukraine, and in this context, a total of 42 million US dollars’ worth of humanitarian, as well as recovery and reconstruction assistance was provided.

It was reported that the number of children who benefited from the medical and socio-psychological rehabilitation program implemented by our country for children affected by the conflict in Ukraine has doubled since last year's Recovery Conference, and a total of 330 children have participated in the program.

The Deputy Minister emphasized that Azerbaijan, as a state fighting the mine threat in the liberated territories, consistently supports the strengthening of solidarity with mine-affected countries. In this context, he informed that Azerbaijan provides assistance to Ukraine in the field of mine clearance and that relevant spare parts and training will be provided through ANAMA in the near future.

It was underlined that Azerbaijan supports projects aimed at restoring infrastructure in Ukraine, in this regard, the reconstruction of a school building, city polyclinic and park in Irpen has already been completed, as well as the financing of the restoration of a park and a shelter for children in Kiev. In addition, it was noted that relevant work on the construction of four social facilities in Irpen is continuing.

The Deputy Minister mentioned that our country will continue to provide humanitarian support to Ukraine on a bilateral basis.

Within the framework of the conference, Y. Rafiyev met with Ukrainian Foreign Minister Andriy Sibiha and discussed future plans for bilateral cooperation between Azerbaijan and Ukraine.

The Deputy Minister also held a bilateral meeting with Italian Deputy Foreign Minister Edmondo Cirielli on July 11. During the meeting, issues arising from the multilateral strategic partnership between Azerbaijan and Italy were discussed. It was noted at the meeting that Azerbaijan and Italy demonstrate exemplary cooperation, and it was emphasized with satisfaction that, along with political and economic relations, cultural and humanitarian relations are developing at an increasing pace.
